US Advances Offshore Rocket Launch Sites Despite Coastal Conservation Push

The U.S. Bureau of Ocean Energy Management (BOEM) has issued a Request for Information seeking private‑sector concepts for offshore rocket launch sites on the Outer Continental Shelf, a maritime zone extending 200 nautical miles from the coast.

Acting BOEM director Matt Giacona argues that sea‑based launch, re‑entry and recovery could expand flexibility, lift capacity and reinforce national‑security space assets. The move follows a December 2025 White House executive order titled “Ensuring American Space Superiority,” which calls for faster launch cadence and new infrastructure.

Industry players are invited to repurpose idle oil‑rig platforms or design purpose‑built pads, while BOEM’s jurisdiction covers roughly 3.2 billion acres of ocean floor.

“Space debris and rocket failures already threaten coastal wildlife; now officials want to push the damage offshore,” said Miyoko Sakashita of the Center for Biological Diversity.

The conservation group warns that ↓ 30% of seabird nesting sites could be compromised if launch corridors intersect migratory routes. Critics also cite a pattern of allowing the oil sector to leave “rusty junk” in the sea.
