Medicaid work requirements spark legal battle

In a sweeping legal offensive, twenty‑five Democratic‑led states and the District of Columbia filed a suit Monday in a Massachusetts federal court, seeking to block the administration’s rule that narrows exemptions for ill beneficiaries under the Medicaid work requirements program.

States argue rule contradicts congressional intent

The plaintiffs contend the guidance makes it “unduly difficult” for medically fragile individuals to qualify for a work‑exemption, violating the Administrative Procedure Act and the spirit of the 2018 Medicaid expansion.

“The rule will cause immediate and irreparable harm to our Medicaid programs and push vulnerable patients into the emergency room,” said Kentucky Governor Andy Beshear.

Lawyers for the states warn that the rule could trigger a ↓ 30% surge in uncompensated emergency care and accelerate the closure of rural hospitals, already teetering on the brink.
