The debate over an AI tax has moved from fringe theory to bipartisan battleground, with Senator Bernie Sanders introducing the American AI Sovereign Wealth Fund Act in June.

AI tax: the legislative push for public ownership of artificial intelligence

Sanders’ bill would compel the nation’s largest AI firms to surrender half of the equity in their AI divisions, issuing fresh shares to a public trust. A recent Reuters poll showed ↑ 69% of Americans favor such a transfer.

OpenAI’s Sam Altman and former President Donald Trump have countered with voluntary partnership proposals, suggesting a 5% government stake that could be revoked at the company’s whim. Critics argue this sidesteps the mandatory nature of a tax, leaving the public vulnerable to future political shifts.

Political calculus behind the proposal

Trump’s administration has already taken equity in over two dozen firms, often via private deals that grant the executive branch, not the citizenry, the rights to any upside. The Bloomberg investigation highlighted a “golden share” in U.S. Steel that sits in the President’s name, not a public fund.

“We must ensure the American people share in the wealth AI creates,” Senator Bernie Sanders said.

The Sanders plan stipulates that dividend payouts from the trust would be distributed annually, with estimates of ↑ $1,045 per person, a figure that would not require taxpayer money to purchase the shares.

Meanwhile, the looming pandemic of AI disruption looms large, prompting lawmakers to act before market dynamics cement entrenched monopolies.

Midterm outcomes will likely decide whether an enforceable AI tax or a voluntary equity pact shapes the nation’s AI destiny.
