Chinese AI Model Surge Pressures U.S. Policy

Experts say two factors cripple the export‑control push: a reactive licensing regime that decides model access ad‑hoc, and a blind spot to China’s open‑source push that powers factories, hospitals and more.

The State Department this week expanded its Pax Silica initiative, aiming to forge a U.S.–led AI‑chip bloc and cut reliance on Beijing tech. ↑ 35 nations signed the “Declaration on AI Opportunity,” but the move coincides with a freeze on Reuters-reported Anthropic model exports.

“China offers not only models but the underlying infrastructure for free or at a fraction of the cost,” said Emily Weinstein, former Commerce official, at a Center for a New American Security panel.

Analysts warn a “Huawei‑style” cascade could embed Chinese infrastructure across the Global South, creating a network incompatible with U.S. standards.

U.S. officials, including Undersecretary Jacob Helberg, dismiss “digital sovereignty” as backward and warn of “synchronized mediocrity.” Yet the European Union and Gulf states tread a careful line, seeking autonomy while courting American chips.

As Bloomberg notes, the next test for Washington is not just leading frontier AI, but convincing the world to keep building on U.S. platforms.
