Chinese university patents fuel China’s critical tech surge as US campuses fall behind

Amid a wave of patent filings, Chinese university patents have emerged as the engine of Beijing’s push in Pentagon‑defined critical technologies. A new NBER study of ↑14 million Chinese patents shows universities contributed more than ↑25% of inventions in AI, hypersonics, biotech and space, outpacing the U.S. academic share of 3.3%.

Chinese university patents drive China’s critical tech surge

The analysis by Harvard Business School’s Josh Lerner reveals a decentralized ecosystem where state labs and firms account for only ↓4% of filings.

“We expected firms like Huawei to dominate, but universities are leading the charge,” Lerner told Reuters.

By 2022, patents with disruptive language rose from under 2% in the early 1990s to ↑16%, closing on the U.S. level of roughly 20%. The United States, meanwhile, has seen federal research budgets shrink: the Trump administration cut ↓$4 billion from NIH overheads and terminated over 1,300 grants, a trend echoed by the NSF. Analysts warn that while China’s R&D outlay topped ↑$1.03 trillion in 2024, the quality gap narrows, yet the broader university network remains resilient against targeted sanctions. The shift signals a new “Sputnik moment” on campuses, not in a single lab.
