Economic scholars wrestle with attribution

UCLA economist Till von Wachter told Fortune that “it’s been notoriously hard to pin down how much layoffs are driven by AI,” echoing a broader uncertainty among labor economists. While Ben Zipperer of the Economic Policy Institute argues that AI’s job‑displacement effects remain modest, a coalition of nearly 200 economists warned that unchecked AI could trigger a transformation “larger than the Industrial Revolution” within a decade.

“Policymakers must act now to steer AI toward complementing human labor,” the statement reads.

Meanwhile, California’s Policy Lab reported no surge in unemployment claims for software developers after ChatGPT’s debut, though it noted a rise among college‑educated workers in high‑exposure roles, particularly in the San Francisco corridor.

Big‑tech CEOs have oscillated between framing AI as a catalyst for efficiency cuts and a driver of new hiring. Amazon’s Andy Jassy, who once predicted a leaner workforce, now emphasizes AI‑enabled productivity, while Alphabet disclosed plans to boost headcount despite recent layoffs elsewhere.

At the firm level, high‑intensity adopters—often smaller, fast‑growing companies—have leveraged advanced tools such as coding agents and APIs, translating AI investment into both entry‑level and senior hiring spikes. Conversely, larger firms still wrestling with pandemic‑era over‑hiring cite AI as a convenient narrative for workforce reductions.
