16-week paid parental leave sets a new benchmark in Asia

Amid a ↓ 0.8 children‑per‑woman fertility rate in Hong Kong, Rosewood Hotel Group has rolled out a 16-week paid parental leave program that applies to every employee worldwide, regardless of gender, seniority or biological parenthood.

Why Hong Kong’s birth rate is plummeting

Registered births fell to just over ↑ 31,000 in 2025, a historic low driven by long work hours, sky‑high childcare costs and a statutory maternity leave ceiling of 14 weeks plus a meagre five‑day paternity entitlement.

The city has tried one‑off subsidies – a HK$20,000 “baby bonus” – but the impact remains negligible, mirroring trends in South Korea, Japan and mainland China where aging populations threaten economic momentum.

“By rolling this policy out, it’s going to have an impact on our culture and our talent, and it’s going to drive business resilience in the long‑term,” says Keno Lung, Rosewood’s global SVP for talent and culture.

Rosewood, founded in Dallas in 1979 and now part of the Cheng family empire, operates in ↑ 26 markets, with recent openings in Courchevel and projects under construction in Saudi Arabia, Seoul and Shanghai.

Luxury hospitality faces a talent crunch after the post‑pandemic travel surge; workers increasingly weigh corporate values over brand prestige. “People aren’t looking at brand prestige, they’re asking if the company’s purpose aligns with theirs,” Lung explains.

The policy’s global rollout required navigating a patchwork of statutory frameworks, payment models and cultural expectations around gendered caregiving. By making leave gender‑neutral, Rosewood hopes to erase the stigma that often deters fathers from taking time off.

Unlike some rivals trimming benefits – Deloitte halving its family leave, Zoom cutting birth‑mother leave to 18 weeks – Rosewood does not mandate usage but guarantees the option, tracking return‑to‑work rates, engagement scores and career trajectories of parent‑employees.

Support structures include employee resource groups for parents and caregivers, and leadership training to prevent the perception that caregiving disrupts career progression.

Analysts note that such generous benefits can become a differentiator in the war for skilled staff, especially as Reuters highlights the broader regional challenge of shrinking workforces.

Whether Rosewood’s move will influence policy across Asia remains to be seen, but it signals a shift toward talent‑centric, inclusive workplaces in a region where demographic headwinds are intensifying.
