Kevin Warsh monetarism Signals a Paradigm Shift at the Federal Reserve

Kevin Warsh monetarism has emerged as the defining theme of the Federal Reserve’s latest policy briefing, a development most market reporters failed to capture. In a September 16 press conference, the chairman invoked classic monetarist language, stressing that the Fed’s mandate centers on aggregate price stability rather than isolated commodity spikes.

Implications of Kevin Warsh monetarism for policy direction

He warned that volatile food and energy prices do not constitute “inflation” in the technical sense, and that the central bank must guard against second‑round effects by controlling money‑supply growth. Data points, he noted, are noisy, so the focus shifts to the trend line, which remains above the target.

“The Fed does not manage distribution; it manages the overall price level,” Warsh said.

The chairman dismissed the neutral‑rate framework as “academic,” preferring the quantity theory of money. Recent broad‑money expansion has hovered around ↑ 6‑8%, a level the Fed must curb to steer inflation back to 2 %.

When pressed on the impact of higher rates on low‑income households, Warsh acknowledged that price stability benefits those without assets, a textbook monetarist argument. He also signaled that the Federal Funds rate will stay elevated until money growth retreats below ↓ 6%.

Analysts at Reuters have already flagged the shift as a potential recalibration of the Fed’s operating paradigm, echoing concerns raised during the pandemic surge in inflation.
