Italy replace Iran: A diplomatic gamble on the World Cup stage

U.S. officials are weighing a bold swap that would see Italy take the place of Iran at the 2026 FIFA World Cup, a move championed by Paolo Zampolli, the White House’s special envoy for global partnerships. Zampolli told the Financial Times that “it would be a dream to see the Azzurri at a U.S.-hosted tournament” and cited Italy’s ↑ 4 World Cup titles as justification. The proposal is framed as a gesture to mend strained ties between President Donald Trump and Italian Prime Minister Giorgia Meloni after a recent verbal clash over the Pope.

Political backdrop and the Iran dilemma

Iran qualified for the tournament in 2025, but the outbreak of war in February and the death of former Supreme Leader Ali Khamenei have raised security concerns. Tehran’s football federation has asked for match relocation; FIFA has rejected the request, insisting the games proceed as scheduled.

“Iran is welcome to compete, but safety must be assured,” FIFA President Gianni Infantino said, echoing Reuters.

The U.S. State Department says visa decisions are “national‑security driven,” while a White House task force led by Andrew Giuliani stresses that any change must respect both sport and security imperatives.

FIFA’s rulebook on replacements

Article 6 of the 2026 World Cup regulations grants FIFA discretion to replace a withdrawing association. The body has invoked this clause before, most recently in 2025 when Club León was expelled and a playoff determined its successor.

Should the swap go ahead, Italy would end a ↓ 3-tournament qualifying drought, a blow to a nation still reeling from a March loss to Bosnia‑Herzegovina that forced the federation chief to resign.

Critics warn the maneuver could set a precedent for political interference in sport, but supporters argue it could restore a measure of stability to a tournament already fraught with geopolitical tension.
