He notes that the framers could not have imagined the nuclear stakes a modern commander‑in‑chief can unleash.

“Impeachment is not a political taboo; it is a constitutional duty,” Raskin told Reuters.

He warns that ↓ 2/3 of Senate Republicans have signaled no interest in impeachment, making any House move a steep uphill battle. Yet he asserts the President has arguably committed dozens of impeachable offenses, from unauthorized war threats to violations of the Foreign Emoluments Clause.

Why the 25th Amendment Remains Elusive

The amendment allows the Vice President and a majority of the cabinet—or a congressionally appointed commission—to declare presidential incapacity. Raskin’s decade‑old proposal for an independent commission could bypass a reluctant cabinet, but it still requires a willing Vice President.
