When a pandemic or a sudden tariff shift hits, leaders can no longer wait for a multi‑month strategic rollout. Alberta’s Ministry of Communication and Public Engagement discovered that embedding a culture of change into everyday practice is the only way to mobilize resources in hours, not weeks.
