Mayor Mamdani’s push for city-owned supermarkets

Zohran Mamdani has placed affordability at the heart of his agenda, unveiling a plan to launch five city-owned supermarkets under the brand NYC Groceries. The proposal, pitched as a direct answer to soaring grocery costs – which have risen ↓ 30% since the pandemic – seeks to undercut private retailers by offering a core basket of essentials at ↑ 30% lower prices.

Why the market has been left out

Critics argue that outdated zoning rules, not market failure, keep large chains out of low‑income neighborhoods. ‘Many new, large supermarkets would open if the city lifted the rules that have long outlived their usefulness,’ said Mitchell Korbey of Herrick, Feinstein, LLP, to Reuters.

‘New York is unaffordable by design, not by market forces,’ notes E.J. Antoni, Heritage Foundation.

The plan allocates $70 million for construction, with sites slated for Hunts Point and East Harlem. Private operators would run the stores, receiving ‘affordability payments’ and exemption from rent and taxes. Yet analysts warn the subsidies could cannibalize existing grocers, deepening food deserts.
