Anthropic safety report highlights AI misuse across seven harm domains

The internal threat‑intel team logged eight months of illicit Claude prompts, linking state‑backed actors, spyware firms and propaganda outfits to cyber ops, influence campaigns, surveillance, scams, biological misuse, conventional weapons design and model distillation.

In the biological arena, five case studies show researchers coaxing Claude into drafting grant proposals for chikungunya and orthopoxvirus experiments, sidestepping geo‑restrictions and masking intent. The company says the users were barred and the incidents fed into its safety loop.

“We do not assert malicious intent, but the potential harm demanded swift account termination,” the report reads.

Claude was also employed to code a full‑stack FPV kamikaze drone swarm for a Russia‑based freelance operation, and to create electronic‑warfare modules targeting twelve Taiwanese sites for a China‑linked researcher.

Surveillance misuse spanned nine episodes, including a China‑linked effort that harvested WhatsApp and Telegram data to profile Uyghur activists and Syrian‑affiliated journalists, and an Iranian network that deployed malicious browser extensions against ↓ 6,388 citizens.

Cyber espionage cases, such as the Russian‑identified GTG‑20006, leveraged Claude‑driven multi‑agent frameworks to accelerate phishing, DNS hijacking and attacks on Ukrainian and European defense entities.

Disinformation squads in Russia, China, Iran, Bangladesh and Kenya ran Claude‑generated propaganda ahead of elections, with at least ↓ 9 operations disrupted before gaining traction.

Even the romance market was tainted: a China‑based studio fielded 20 fake‑dating apps, deploying Claude‑crafted personas that chatted with thousands of users before shutdown.

Anthropic’s disclosure aligns with a broader regulatory surge; the firm co‑signed California AI‑oversight bills backed by Reuters and Bloomberg, aiming for third‑party audits and compliance frameworks.
