At least eleven states and the territory of American Samoa participate in a universal purchase model that bundles all pediatric vaccines, regardless of payment ability, into a single contract. Those jurisdictions—Alaska, Connecticut, Hawaii, Maine, Massachusetts, New Hampshire, New Mexico, Rhode Island, Vermont, Washington, Wyoming—now confront a logistical bottleneck.
