What the agreement covers

Acting Venezuelan President Delcy Rodríguez posted on Telegram that 17 strategic fields will receive $100 billion in investment and generate ↑ $209 billion in tax revenue. Private operators, in a joint U.S.–Venezuelan venture, will hold 100‑year rights; the U.S. is slated to capture 55 % of output through equity and at‑cost off‑take.

“The deal is a huge win for America,” Secretary of State Marco Rubio wrote on social media.

Current Venezuelan output sits near ↓ 1.1 million bpd, far below its potential. Analysts from Reuters and Bloomberg warn that refurbishing dilapidated refineries and rebuilding pipelines could take several quarters, if not years.

Even if production climbs, global refining capacity remains tight, limiting immediate price relief. Experts stress that the most rapid path to cheaper fuel lies in boosting Middle‑East flows, not the nascent Venezuelan venture.
