Success may hinge on delegating routine administration to a powerful chief of staff, freeing the Secretary‑General to pursue high‑profile mediation. Early outreach to capitals in the Middle East, Africa, and Eastern Europe could plant the seeds for future peace talks, even if immediate breakthroughs remain unlikely. The goal is not to rewrite the UN charter but to keep the institution on the diplomatic map, offering a neutral forum where rival blocs—G7, BRICS, and others—can discuss shared risks such as pandemics, AI governance, and climate shocks.
