SNAP gap widens as food banks scramble under new rules

SNAP gap forces food banks into crisis mode

The rapid erosion of SNAP benefits is widening the SNAP gap, and charities across the United States are reporting unprecedented strain. Terri Shoemaker, executive vice president of the Arizona Food Bank Network, says her team is operating in “emergency management mode,” a stance that cannot be sustained indefinitely.

According to the Center on Budget and Policy Priorities, SNAP enrollment fell by ↓ 4.5 million between the July 2025 enactment of the One Big Beautiful Bill and April 2026, with child participation dropping by ↓ 1.5 million. The decline is not a sign of reduced need, but a symptom of stricter eligibility and recertification rules.

“The program has become harder for eligible people to access,” says Feeding America CEO Denis McDonough.

States are scrambling to lower error rates – the metric that triggers cost‑sharing penalties after FY 2028 – while food banks purchase record‑high quantities of donated food and negotiate new supply lines with farmers and retailers. Arizona, where enrollment halved – the steepest drop nationwide – illustrates the looming fiscal cliff; its Department of Economic Security is already taking “distinct action” to curb errors, warning that failure could trigger an unsustainable bill.

High grocery prices compound the problem, pushing even non‑eligible households toward charitable pantries. Reuters notes that the new work‑requirement provisions and the removal of exemptions for homeless individuals, veterans and many lawful immigrants have intensified the squeeze.

Advocates, including Feeding America, are urging Congress to postpone the cost‑sharing deadline, arguing that payment accuracy should not come at the expense of food security.
