Why the scramble matters

Control of a handful of state chambers can tilt redistricting for six congressional seats, a lever that could affect roughly ↓ 42 million voters.

“We’re in the Wild West now,” said Leslie Martes, CEO of Forward Majority.

Targeted districts include Arizona’s Senate District 17, a Republican stronghold that Kamala Harris once carried, and several battlegrounds in Michigan, Minnesota, Pennsylvania and Wisconsin.

Recent mid‑cycle redistricting in Texas added five GOP seats, prompting a Democratic counter‑offensive in California, while a Virginia court ruling stalled an aggressive map overhaul.

Both parties are racing to lock down state houses, senates and governorships before the 2030 census forces a nationwide redraw.

Forward Majority’s proprietary “Tipping Points” model flags eight races across five states as decisive, estimating that flipping one to three seats in Pennsylvania and at least one in Minnesota could swing the balance.
